PM Modi Opens Kartavya Bhavan – A Modern Hub for Government

On August 6, 2025, Prime Minister Narendra Modi inaugurated Kartavya Bhavan, the first building of the Common Central Secretariat (CCS) under the Central Vista redevelopment plan.

This state-of-the-art complex covers 1.5 lakh square meters, with seven floors above ground and two basement levels. It consolidates several key ministries and departments—including Home Affairs, External Affairs, Rural Development, MSME, Petroleum & Natural Gas, the Department of Personnel & Training (DoPT), and the Principal Scientific Adviser’s office. This marked a historic shift as ministries previously housed in aging iconic buildings at Raisina Hills—like North Block—began moving into this modern space.

Kartavya Bhavan is designed with advanced energy-efficient and smart infrastructure. It features rooftop solar panels generating over 5 lakh units of electricity annually, EV charging stations, double-glazed windows, efficient HVAC systems, rainwater harvesting, zero-discharge waste systems, and LED lighting to cut energy use by 30%.

The move is expected to significantly improve administrative efficiency, reduce costs, and enhance employee well-being by bringing numerous ministries under one technologically advanced roof. During his speech at the inauguration, PM Modi described Kartavya Bhavan not just as a building, but as a symbol of duty (“kartavya”) and modern governance, emphasizing its role in shaping India’s future during the Amrit Kaal era.

The CCS project plans to complete 10 such buildings by 2027, with upcoming phases including an Executive Enclave, housing the Prime Minister’s Office and other strategic departments
