Mussoorie—fondly called the Queen of the Hills—has introduced mandatory digital registration for all tourists from August 1, 2025.

Why this step?
Tourism has surged dramatically, with visitors doubling between 2022 and 2024, placing immense strain on roads, parking, water resources, and the fragile mountain ecology. Overcrowding has led to traffic jams and even tragic incidents where medical help was delayed.
How it works
- Accommodation providers (hotels, guesthouses, homestays) must register on the official tourism portal and then record guest information during check-in.
- Tourists need to submit basic details—such as name, travel dates, number of people, contact info, and vehicle number (if applicable)—through the portal. Indian visitors receive an OTP via mobile, while international guests receive it by email.
- A unique QR code is generated upon verification, which must be shown at entry points and during check-in.
Enforcement & coverage
This system became operational on July 30–31, 2025 and is supported by state orders following National Green Tribunal (NGT) directives issued in May 2025.
Authorities are deploying ANPR cameras and checkpoints at key entry points—including Kimadi, Kempty Falls, and Kuthal Gate—to enforce registration during peak seasons and long weekends, though enforcement may not be year-round.
Benefits & reactions
- The move aims to provide real-time data on visitor numbers, enabling authorities to regulate crowd size, control traffic, manage parking, and protect local resources like water supply and waste disposal systems.
- While many hospitality stakeholders support improved management, some have raised concerns over added complexity and potential inconvenience for travelers.
